To ensure equal access to education, the number of emergency schools is reduced. The share of emergency schools was 0.4%. The construction of schools continues in place of the emergency ones in the village of Betbulak, Ulytau District, the settlement of Saryshagan, Aktogay District, and the city of Temirtau.
To solve the problem of three shifts in the city of Karaganda, the construction of a school is continuing in the micro-district Panel Center and in the 30 micro-district.
To carry out repairs in 2017, 4.6 billion tenge was allocated, which is two times more than the previous one. Capital and current repairs of more than 100 educational organizations were carried out for this amount.
In the field of preschool education, work continues to increase the coverage and improve the quality of preschool education and upbringing.
There are 525 pre-school organizations in the region, of which 217 kindergartens and 308 mini-centers. 88.3% of children from 1 to 6 years old and 98.5% from 3 to 6 years old are enrolled in preschool education. The order of pre-school organizations in the region is still high.
The solution to this problem is carried out, including through the opening of places in private kindergartens, through the rational use of free space in existing kindergartens and, of course, the construction of new gardens.
The construction of a kindergarten for 320 places in the city of Zhezkazgan is being continued at the expense of the regional budget.
To address the shortage of places in pre-school organizations, the main focus is on opening private pre-school organizations.
In 2017, 3,025 places were opened in pre-school organizations, including private ones.
21 private pre-schools and 1 state-owned were opened: 19 private kindergartens for 1,745 places in Karaganda, 2 private pre-schools for 105 places in Temirtau and 1 state kindergarten "Ulynsha" for 25 places in Zhanaarkinsky district.
In addition, the expansion of places in 30 existing pre-school organizations: in the city of Karaganda - in 11 pre-school organizations for 770 places; in Zhanaarkinsky district - 17 with 330 seats; in Nurinsky district - 1 with 25 seats; in Zhezkazgan - in 1 for 25 places.
As part of the PPP mechanism in the work of 6 projects: kindergartens “Armashka”, “Odareshka”, “Bota”, “Aruzhan” in Karaganda, IE “Altynbekov” in Zhezkazgan and “Nursabi” in the village of Kokpekty of Bukharzhyrau district. For 4 projects, contracts were concluded (Armashka, Odareshka, Bota in Karaganda and IE Altynbekov in Zhezkazgan) and 2 projects at the stage of obtaining expertise from SEC Saryarka (in the village of Kokkpekty of Bukharzhyrau district and Karaganda).
There are 522 secondary schools in the region, of which 515 are public schools, 8 are private.
The provision of textbooks for students in grades 1-11 at the expense of the school library fund is 100%. KZT 2.1 billion was allocated for the purchase of necessary textbooks.
In 2017, following the results of the regional competition “The best organization of secondary education”, the Grant's owner became a specialized boarding school named after N. Nurmakov. For these purposes, 19 million tenge was allocated from the local budget.
In the field of secondary education, purposeful work is being done on informatization of educational organizations, which has reduced the number of students per computer to 5 students. The share of obsolete computer equipment has decreased to 4%. The broadband Internet connection rate increased from 94% to 97%.
The share of secondary schools equipped with subject offices of the new modification increased from 64.6% to 69%.
Innovative projects are being actively implemented in the schools of the region. Karaganda region is a republican experimental platform for such innovative projects as e-school, educational robotics, trilingual and inclusive education.
Within the framework of the Bilimland project, all schools in the region are connected to digital educational resources. In 2017, the provision of PORs will be 100%.
In the framework of the pilot project “Educational Robotics”, the number of schools with robotics laboratories increased from 47 to 200 units. The region occupies a leading position in the republic in the introduction of educational robotics.
In 2017, the number of schools implementing an electronic class magazine increased from 65 to 320.
A roadmap for the development of trilingual education is being implemented, within which 50 pilot educational organizations and 5 resource centers are identified.
In 60 schools and colleges, together with the research and educational foundation Synergy, work has begun on the implementation of the “Engineers of the Future” project.
All schools of the region switched to the updated content of education based on the experience of Nazarbayev Intellectual Schools, including: in 2016 - 1st grade; in 2017 - 2, 5, 7 classes.
Since 2016, the mobile application “Edu Mark” is functioning, which allows you to receive information about the progress and attendance of the child, create parent communities and discuss issues with teachers.
In 2017, 3 specialized boarding schools for gifted children were opened in the cities of Karaganda, Balkhash and Zhezkazgan.
From January 2017 in the city of Shakhtinsk a new project “Electronic line in the pre-school facility” is being implemented in order to eliminate corruption risks when getting places in pre-school organizations. Not only putting children on the line, but also getting directions for enrollment in kindergarten will be automated. This experience was introduced in Karaganda, Zhezkazgan, Saran, Temirtau.
To create the conditions for a holistic integrative system of inclusive education, the project “Inclusive kindergarten - school - college” is being implemented. The project includes 115 educational organizations. More than 700 teachers have been trained in inclusive practice. Regular units of a speech therapist, a teacher-pathologist, a coordinator of inclusive education are introduced into the services of psychological and pedagogical support.
In 2017, 4 correctional offices were opened in the cities of Zhezkazgan, Shakhtinsk, Temirtau and the Karkaraly district and one psychological, medical and pedagogical consultation in Balkhash. In addition, the project capacity of the rehabilitation center for children with developmental problems has been expanded by 80 places.
All this will ensure early prevention of childhood disabilities and provide timely pedagogical correction and assistance.
The boarding school for children with disorders of the musculoskeletal system (NODA) is conducting an experiment on remote training of pupils, with children studying at home, using the interactive mobile software and hardware complex of the R.VOT 100 series. This robot allows a child with special needs to control a robot in the classroom from home.
In the region there are 21 educational institutions for orphans and children left without parental care, 3 of which are non-state. More than 1069 orphans and children left without parental care live in these institutions.
In 2017, 125 children were placed in families from orphanages, including 6 were placed under guardianship, 41 were returned to blood families, 64 were transferred to foster care, 5 were adopted, 5 children were adopted, 6 children were sent to foster families type - 3.
Work continues on the implementation of the Comprehensive Plan for the Development of Foster Care for 2016–2020, according to which 551 orphans and children left without parental care for foster care are planned for families. To date, 90 children have been transferred to foster care, 65 of them are pupils of children's public institutions.
The task of improving the quality of education in rural regions, in which by the beginning of the 2017-2018 school year, 44% of schools are not complete, remains relevant. To solve the problems of these schools, there are 34 supporting schools in the region, uniting 178 small schools of various levels.
In the region, 4,815 graduates took part in the UNT, including 2,897 people. with Kazakh, 1 918 people. with Russian language of instruction. The average score was 76.27 (in 2016 - 81.93 points).
The number of pupils from rural schools who took part in the regional Olympiad increased by 20%, and those who submitted research projects for the regional tour increased by 15%. The team of the Karaganda region following the results of the republican competitions in general educational subjects and competitions of scientific projects over the past eight years has consistently maintained the title of the best Olympic team. At international and republican competitions, Presidential Olympiad and scientific competitions won 67 medals, including: 9 gold, 23 silver, 35 bronze medals.
School education in the region is carried out by 19 859 teachers, of which 16 999 women or 85.6%, including in rural areas - 44.1%.
10,526 teachers (or 53%) have the highest and first category.
Since the introduction of the updated educational content programs on the basis of Orleu JSC and TsPM, 8,029 teachers (40.43%) of primary classes, Russian, Kazakh and English, physical culture, visual arts and music have been trained. In 2018, 4,454 teachers will be trained, or 77.08%.
2 355 teachers of the natural-mathematical cycle work in the general education schools of the region. Of these, physicists - 587, chemists - 467, biologists - 621, informatics - 680. In 2018, 347 subject teachers at B-1 and B-2 levels will continue their education.
In the long-term language courses, at the expense of the republican budget in January-February 2018, 308 teachers of the natural-mathematical cycle studied, at the expense of the local budget, 98 subject teachers.
On the basis of 10 schools in the region, 41 teachers teach physics, chemistry, biology and computer science in English.
According to the results of the annual republican contest “Best Teacher”, 4 teachers of the region became winners. All winners were awarded certificates of awarding the title of “Best Teacher”, a badge and paid a reward in the amount of 1000-fold MCI at the expense of the republican budget.
Free hot meals are provided to 100% of students from large families, low-income families, orphans and children left without parental care.

Particular attention is paid to inclusive education. In the region, all kinds of special correctional institutions are preserved and the conditions for inclusive education are created.
The network of special (correctional) educational organizations increased from 17 to 23 units, of which 10 special (correctional) boarding schools for children with disabilities, where 1,621 children live and study, compared with 2014, the figure decreased by 37 children.
There are 7 offices of psychological and pedagogical correction, incl. 3 - in rural areas with coverage of 212 children. The change of this indicator downward by 40 children was due to the increase in the rehabilitation period of children from 3 months to 1 year.
There are 4 psychological, medical and pedagogical consultations, which made it possible to increase the coverage of children from 0 to 18 years with diagnostics and examinations as compared to 2016, from 6,007 to 6,641 children.
There is 1 special kindergarten “Bobek” in the region, where 150 children with IAD are brought up.

From the new school year, modular educational programs will be introduced into the system of technical and vocational education in the region. Training in these programs will allow students to get 2-3 qualifications instead of one.
According to the project “Free vocational education”, more than 7 thousand students continue their education, as part of the program for the development of productive employment and mass entrepreneurship - 700 people.
11 colleges passed accreditation in 19 specialties, accreditation of 3 more educational institutions is being prepared.
All colleges conduct courses "Fundamentals of IT-technology." The project “Development of entrepreneurial skills of college students” on the basis of all public and 9 private colleges is being successfully implemented.
On the basis of colleges, 23 business schools continued their work. 5 pedagogical colleges provide training in the framework of trilingual education, 12 colleges prepare trilingual specialists in the “service” profile, and 2 polytechnic colleges open departments for the development of trilingual education.
The number of colleges implementing dual training is 40.
In order to create conditions for ensuring the compliance of students' professional skills and competencies with the requirements of international standards and advanced technologies, 7 WorldSkills Competence Centers were opened on the basis of VET schools (Karaganda Polytechnic College, Karaganda Technical and Construction College, Karaganda Technology and Service College, Karaganda Vocational and Technical College, Karaganda College of Nutrition and Service, Karaganda Mining Industrial College, Karaganda Agrotechnical College).
In accordance with the goals and objectives of the “Ruhani Zagiru” Program in the Karaganda region, the project management system has formed the registers of projects and subprojects included in the implementation of the basic directions of the four subprogrammes: ".
For 2018, the Department of Education plans to hold 50 events in the amount of 26 million tenge, of which: competitions for pupils of general education schools and organizations of additional education, festivals and gatherings of young tourists, pedagogical competitions, tours of the sacral places of the region, events aimed at developing children and youth organizations.
