The thermal power complex of the Karaganda region is the largest in the republic and includes 9 thermal power plants, 67 local boiler houses, 735 autonomous heating systems, and 2,805.3 km. thermal and 24907.8 km. electrical networks.
The state of power equipment and engineering networks is characterized by significant wear and tear (from 60% to 70%).
Investments in the modernization of energy facilities are received within the framework of the approved investment programs of natural monopoly entities and the implementation of state / industry programs, as well as outside organizations (IFIs, etc.) at the expense of grant funds or loans. The latter is not so common today, however, agreements have been reached (for example, UNDP / GEF, the World Bank for Reconstruction and Development in the framework of energy saving projects), and work in this direction continues.
As achieved indicators in the field of modernization of housing and communal services, a decrease in the level of wear of engineering networks has been noted since 2015:
- from 61.5% to 59.6% for heating networks;
- from 61.9% to 59.5% for electric networks;
The annual decline in the level of wear of engineering networks fluctuates around 1-2%, also depending on the amount of funding.
By the end of 2018, it is planned to reduce the wear of heat and electric networks to 58.3%.
By 2020, the level of wear is planned to be reduced to 54.7% for heat and to 57.3% for electrical networks.
In 2017, as part of the investment program, the installation of boilers and turbines was started at the stations of Kazakhmys Energy LLP. Namely, 2 new boilers are being installed at Toparskaya GRES and Balkhash TPP. Also, at Toparskaya GRES (TA No. 3) and Zhezkazgan HPP (TA No. 8), 2 turbines are being replaced, which together will provide an increase in electric power generation by 130 megawatts (MW).
As part of the approved investment and overhaul programs for 2017-2018 by the electric grid companies - Karaganda Zharyk LLP, Zhezkazganskaya REC JSC, Karaganda REK LLP, investments in the amount of 8.146 billion tenge are provided for the modernization of 329.9 km. electrical networks and 94 substations.
To ensure reduction of wear and tear, the implementation of projects for the reconstruction and modernization of heat networks in the framework of state and government programs continues.
Thus, in 2017, within the framework of the state program of infrastructure development “Nurly Zhol for 2015-2019”, the reconstruction of heating networks in the cities of Karaganda and Abay was carried out, which allowed improving the quality of heat supply to more than 25 thousand consumers.
Within the framework of the government program “Development of regions until 2020”, the reconstruction of the heating main M-8 of the Prishakhtinsk district of Karaganda was completed.
The implementation of the project allowed providing the population of Prishakhtinsk with more than 31 thousand people with high-quality heat supply and hot water supply.
At the expense of the regional budget, a modular boiler house with a capacity of 200 kW to 5 rental houses in the village of Botakar of the Bukhar-Zhyrau district and heat networks to 20 houses and social facilities in the Aktas village were built.
All measures for the reconstruction of heating network sites are aimed at improving the quality of services provided to consumers and connecting additional consumers to heat supply systems.
In order to prepare for the 2017-2018 heating season, 51.6 billion tenge was allocated from all sources, which is 7.5 billion more than last year's preparation.
Repair work on the area is 100% completed, according to the schedule.
For the heating season of 2017-2018, 100% prepared 6,761 residential buildings and 1,197 community facilities (including: 767 educational facilities, 136 healthcare facilities, 239 cultural facilities and 55 sports facilities).
In addition, 94.6 km of heat pipelines, 231.3 km of water supply and sewerage networks, 4,249.1 km of power lines and 678 units were repaired. substations.
The total length of water supply networks is 7,270.9 km and water disposal is 2,487.6 km. At the beginning of 2018, 231 rural settlements were provided with centralized water supply.
The housing fund of the Karaganda region as of January 1, 2018 is 107,615 residential buildings with an area of 27.4 million square meters, including 8,195 multi-storey residential buildings with an area of 15.8 million square meters, of which:
- 6,015 houses are in satisfactory condition (11.6 million m2, 73.4%);
- 2,180 houses - need repair (4.2 million m2, 26.6%).
Apartment buildings covered by various forms of management, of which:
- 277 - KSK,
- 63 - LLP, (including individual entrepreneur and service management company),
- 1 773 - NSO (direct joint management).
In the judicial authorities 4,406 condominium objects were registered, which is 54% of the total number of residential buildings.
The total length of motor roads of regional and district significance of the Karaganda region is 6071.3 km (3549 km and 2522.3 km), of which 570.5 km with asphalt concrete pavement, 2318 km black-and-black pavement, and 3060 white highway (crushed-stone) 5 km, dirt roads - 122 km.
On the roads there are 124 bridges (6,728 p / meters), 3,440 water pipes (51,525 p / meters).
There is a steady increase in the main indicators of the work of transport. So, by the end of 2017, the passenger turnover and freight turnover in road transport compared to 2016 increased by 0.1%.
To date, the route network of the region consists of 247 routes, including 110 intracity, 36 suburban, 13 intra-district, 56 inter-city intra-regional communications, covering more than 250 settlements with regular traffic. In addition, transportation is organized by 24 interregional and 8 international communications that provide communication between settlements of the region and cities of the Russian Federation - Novosibirsk, Yekaterinburg, Barnaul, Omsk, Tomsk, Tyumen, Kemerov, and Mongolia - Bayan Ulgai.
More than 1,600 buses of different capacity and modifications, taking into account the reserve, are assigned to the existing routes.
On these routes, 60 legal entities and individual entrepreneurs are transported by passengers and baggage.
On the territory of the region there are 31 operating railway stations. The movement of 8 socially significant inter-district (long-distance) and suburban communications of railway passenger transport, covering more than 50 settlements, was organized.
One of the largest and strategically important objects of the transport infrastructure of the region is Sary-Arka international airport. This is a modern terminal building with high technical and operational characteristics.
The airport of Karaganda has a powerful potential and corresponds to international norms and standards. The airport class allows servicing almost all types of aircraft in the first category of ICAO. From the airport there are flights to major cities such as Moscow, Novosibirsk, Almaty, Ust-Kamenogorsk, Kyzylorda.
In the summer of 2017, additional flight frequencies were opened in the international direction Karaganda-Antalya.
Also, passengers are transported on the regional flight Karaganda-Zhezkazgan. The carrier is JSC Airline Zhez-Air.
Of no small importance for the region, in particular, for the Zhezkazgan region is the airport of the city of Zhezkazgan, where passengers are transported via interregional air communication Zhezkazgan-Almaty and Zhezkazgan-Astana with a frequency of flights 2 times a week.
The priority direction in the Karaganda region is to increase the network of paved roads, which ensures reliable communication between the districts and the regional center. In 2017, 33.5 billion tenge was sent for road repair work, 863 km of roads were repaired. As a result, the share of regional and district roads in good and satisfactory condition was 75.5%.
In the field of telecommunications all rural settlements of the region are fully telephoned.
In order to accomplish the task of demonopolization and the development of free competition in the telecommunications industry in the region, there are several independent communication service operators. 25 settlements are provided by Transtelecom JSC and Kazakhmys Corporation LLP. Four mobile operators work in GSM standard (KCell, Kar-Tel, Tele-2, Altel).
Karaganda Oblast Telecommunications Directorate of Kazakhtelecom JSC carried out work on the organization of access to the Internet on the territory of the Karaganda region using LTE 4G technology together with Altel JSC.
As a result of the work done, indicators of the communications sector have increased. The number of rural areas of the region, provided with broadband Internet access has increased to 236 settlements out of 419 or 56%. The number of subscribers of the telephone network is more than 377 thousand houses or 10.1% of the total number of subscribers in the republic.
In order to further develop the telecommunications sector, it is planned to implement the project “Construction of a fiber-optic communication line for telephone installation in rural areas of the region with a population of 250 people or more”, which will provide remote telecommunications services in our region with modern telecommunications services. At the first stage, it is planned to build a fiber optic link in 61 populated areas of the region by leading telecommunications operators Kazakhtelecom JSC and Transtelecom JSC.
