The heat and power complex of the Karaganda region is the largest in the republic, it includes 9 thermal power plants, 67 local boiler houses, 735 autonomous heating systems, 2805.3 km. thermal and 24,907.8 km. electrical networks.
The state of power equipment and utilities is characterized by significant depreciation (from 60% to 70%).
Investments in the modernization of energy facilities come within the framework of approved investment programs of natural monopoly entities and state programs, as well as third-party organizations (MFIs, etc.) through grant funds or loans (UNDP / GEF, World Bank for Reconstruction and Development as part of energy conservation projects). Work in this direction continues.
As the achieved indicators in the field of modernization of housing and communal services, a decrease in the level of wear of utility networks since 2015 is noted:
- from 61.5% to 58.3% for heating networks;
- from 61.9% to 58.3% for electric networks.
The annual decrease in the level of depreciation of engineering networks fluctuates around 1-2% also depending on the volume of financing.
By 2020, the level of depreciation is planned to be reduced to 54.7% for heat and up to 57.3% for electric networks.
In 2018, at the stations of Kazakhmys Energy LLP, installation of boilers and turbines was carried out as part of the investment program.
Since 2016, the spacecraft No. 3 and TA No. 2 have been installed at the Toparskaya State District Power Station. Completion is planned in 2019.
In Zhezkazgan CHP in 2018, the installation of TA No. 8 was completed, which together ensured an increase in the generation of electric energy by 50 megawatts (MW).
At Balkhash TPP, the installation of TA No. 2, with a capacity of 30 megawatts (MW), was completed. In 2018, the installation of spacecraft No. 5 began. Completion of the installation in 2021.
Within the framework of the approved investment and capital repair programs for 2017-2018, electric grid companies - Karagandy Zharyk LLP, Zhezkazgan REC, JSC, Karaganda REC are LLP investments in the amount of 8.146 billion tenge for modernization

To ensure depreciation, the implementation of projects for the reconstruction and modernization of heating networks in the framework of state programs is ongoing.
So, in 2018, within the framework of the state program of infrastructural development “Nurly Zhol for 2015-2019,” reconstruction of heating networks in the city of Karaganda was carried out, which allowed to improve the quality of heat supply for more than about 1,500 residential buildings and 217 social and cultural facilities.
Within the framework of the program “Development of regions until 2020” “Construction of a heating main to the residential housing estates 6 and 8 in Satpayev (2nd stage)”.
The implementation of the project made it possible to provide high-quality heat supply and hot water supply to residents of the microdistrict. 6, 8 of the city of Satpayev.
All measures for the reconstruction of sections of heating networks are aimed at improving the quality of services to consumers and connecting additional consumers to heating systems.
In order to prepare for the heating season of 2018-2019, 56 billion tenge was allocated from all sources, which is 4.4 billion tenge more than last year.
Repair work in the region is 100% completed, according to the schedule.
6,838 houses and 1,197 houses of social and cultural life (including 774 educational facilities, 244 healthcare facilities, 260 cultural facilities and 58 sports facilities) were prepared for the heating season of 2018-2019.

In 2018, 6.2 billion tenge were allocated for the implementation of 23 projects in the field of water supply and sanitation (3 967.9 million tenge in cities, 2 189.3 million tenge in villages).
By the end of the year, more than 230 km (116.5 km - cities, 114.3 km - villages) of water and sewer networks were built and reconstructed, 7 facilities were put into operation, providing 236 thousand people of the region with high-quality water supply and sanitation services. Centralized water supply in rural areas amounted to 55.3% (234 SNP) or 85% of the population (250 576 out of 294 795), in cities - 92% (1 010 996 people), depreciation on water supply networks was reduced to 68 , 8%, for sewage networks up to 79%.
This year, from the republican and regional budgets for the construction and reconstruction of networks for 27 projects allocated 7.8 billion tenge (3 574.0 million tenge - cities, 4 245.5 million tenge - villages). This will make it possible to build and reconstruct more than 300 km (128.3 km in cities, 174.8 km in rural areas) of water and sewer networks, increase access to centralized water supply up to 97% (1,065,942 people) in cities and 87% (256 472 residents) in villages, reduce depreciation to 67% for water supply networks and 78% for water disposal networks.
The project for the construction of the Zhayrem-Karazhal group water line (Tuzkol water intake) has been completed, water is supplied to the population 24 hours a day. The housing stock of the Karaganda region as of January 1, 2019 is 107,615 residential buildings (an area of 27.4 million square meters), including 8,247 multi-storey residential buildings (an area of 15.8 million square meters), of which :

In the regional housing stock there are 976 houses belonging to dilapidated, vacant, emergency houses, including dilapidated - 615 houses, vacant - 324 houses, 37 emergency houses have technical reports on recognizing them as emergency.
4,407 condominium facilities were registered with the justice authorities, which is 54% of the total number of multi-storey residential buildings.
Under the Program for the Development of Regions until 2020, work is underway to modernize the housing stock (thermal modernization) in terms of the repair of multi-unit residential buildings. So, in 2011 - 2017, 240 multi-apartment residential buildings were repaired in the amount of 3,500.0 million tenge, of which 71 railway vehicles were repaired for repayable funds.
In 2018, 20 railway lines were repaired in the cities of Karaganda, Balkhash, Zhezkazgan, Saran, Satpayev, Temirtau, Karkaralinsky and Zhanaarkinsky districts for a total of 247.4 million tenge, final works were signed, including 6 elevators were repaired in the city of Karaganda (2 - 26.8 million tenge) and Temirtau (4 - 36.2 million tenge) for a total of 63 million tenge.
A financial and economic justification has been developed for increasing the authorized capital of a legal entity of the Center for Housing Fund Modernization of the Karaganda Region LLP for overhaul of the common property of condominium facilities as part of the Regional Development Program until 2020.
In addition, a financial and economic justification is being developed for the restoration of elevator equipment for multi-apartment residential buildings for 300 million tenge annually.
The total length of roads of regional and district significance of the Karaganda region is 6,071.3 km (3,549 km and 2,522.3 km), of which 723 km with asphalt concrete pavement, 2,292 km with black gravel and 2934.3 km white highway (gravel) , dirt roads - 122 km.
On the roads there are 125 bridges (6 972.1 p / meters), 3440 water pipes (51 525 p / meters).
There has been a steady growth in the main indicators of transport. So, according to the results of 2018, the indicators of passenger and freight turnover in automobile transport compared to 2017 increased by 4.2% and 0.1%, respectively.
To date, the region’s route network consists of 247 routes, including 110 intra-city, 36 suburban, 13 intra-district, 56 inter-city intra-regional communications, covering regular connections to more than 250 settlements. In addition, transportation via 24 interregional and 8 international routes was organized, providing communication between the settlements of the region and the cities of the Russian Federation - Novosibirsk, Yekaterinburg, Barnaul, Omsk, Tomsk, Tyumen, Kemerov, as well as Mongolia - Bayan Ulgei.
Existing routes are assigned more than 1,600 buses of various capacities and modifications, taking into account the reserve.
61 legal entities and individual entrepreneurs carry out the transportation of passengers and baggage on these routes.
There are 31 existing railway stations in the region. Traffic was organized along 8 socially significant inter-district (intercity) and suburban rail passenger transport routes, covering more than 50 settlements.
In April 2018, the intraregional socially significant railway route Karaganda-Zhezkazgan was renewed, with a frequency of runs every other day on even numbers. Due to the resumption of the route, a safe, convenient and stable passenger traffic was created with the regional center for residents of the cities of Zhezkazgan, Satpayev and Ulytau region. Since the launch of the route more than 50 thousand passengers have been transported. In the future, based on the volume of passenger traffic, the issue of changing the frequency of the train to the daily will be considered.
In addition, due to the numerous requests from the population, as well as the increasing number of visitors to the tourist areas of Lake Balkhash, from January 2019, the composition of the Karaganda-Balkhash train was increased by one additional reserved seat car.
This will make it possible to additionally carry about 38 thousand passengers a year.
An increase in the train’s composition will make it possible to meet the needs of the population of the Balkhash region in railway traffic, and will create additional conditions for the development of the tourism cluster.
Also in the field of railway transport, in August 2018, the reconstruction of the building of the railway station of the city of Karaganda began with completion at the end of 2019.
Repair will be carried out with the maximum preservation of the historical appearance of the building and interior. At the same time, the infrastructure of the station will meet modern transport safety requirements, current passenger requirements and standards for servicing passengers with limited mobility.
In general, the reconstruction will increase the capacity of the station from 4000 to 8000 passengers per day, the capacity of the station from 800 to 2300 people, the number of seats from 250 to 670 seats.
One of the largest and strategically important objects of the transport infrastructure of the region is the Sary-Arka international airport. The airport of Karaganda has a powerful potential and meets international norms and standards. The airport class allows you to serve aircraft of almost all types in the first category of ICAO.
There are flights from the airport to such cities as Moscow, Novosibirsk, Almaty, Ust-Kamenogorsk, Kyzylorda.
Also organized the transportation of passengers on the intraregional subsidized flight Karaganda-Zhezkazgan.
In the field of civil aviation, in June 2018, overhaul of the runway of the Balkhash airport began. At the same time, 8.9 billion tenge was allocated from the republican budget for these purposes. Work is scheduled to be completed in 2019.
After the overhaul, it will be possible to receive heavy class 1 aircraft at the airport, with a maximum take-off weight of at least 210 tons without restrictions, which will also have a beneficial effect on the further development of the tourism sector and air transportation in the region.
The airport of Zhezkazgan is of great importance for the region, in particular, for the Zhezkazgan region, where passengers are transported via interregional flights Zhezkazgan-Almaty and Zhezkazgan-Astana with a frequency of flights of 2 times a week.
The priority area in the Karaganda region is to increase the network of paved roads, which provides reliable communication between the districts and the regional center. In 2018, 45.2 billion tenge was allocated for road repair work, 1215 km of roads were repaired. As a result, the share of highways of regional and district significance in good and satisfactory condition was 76%.
In 2019, 47 billion tenge was allocated for road repairs, it is planned to repair 1,065 km of roads, bringing the share of highways of regional and district significance that are in good and satisfactory condition to 77%.
In the field of telecommunications, all rural settlements of the region are fully telephoned.
The number of telephone network subscribers is more than 349.4 thousand houses or 10.6% of the total number of subscribers in the republic.
In order to further develop the telecommunications sector, it is planned to implement the project "Construction of a fiber-optic communication line for telephoning rural settlements of the region with a population of 250 people or more", which will provide remote telecommunication services to our villages in the region. At the first stage, it is planned to build FOCL in 52 settlements of the region by leading telecom operators of Kazakhtelecom JSC and Transtelecom JSC. In 2018, the Uspensky rural district of Shetsky district was provided with fiber-optic communication.
