In 2018, 107.4 billion tenge was allocated to the industry from the budget, which is 13.9 billion tenge (93.5 billion tenge) more than in 2017.
To ensure equal access to education, the number of emergency schools is being reduced. In 2018, instead of emergency schools, a school in 464 places was put into operation in the village of Saryshagan, Aktogai District. As a result, the share of emergency schools decreased from 0.5 to 0.4%. Construction of schools for 600 places in the city of Temirtau and 80 places in the village of Betbulak in the Ulytau region is ongoing.
In December 2018, with a view to eliminating the three-shift system, a school for 1,200 places was commissioned in the Microdistrict Center Center of Karaganda. The construction of a school for 1,200 places in 30 microdistrict of the city of Karaganda continues.
6.3 billion tenge was allocated for repair work in 2018, which is 1.8 billion tenge more than the previous year. This amount was repaired in 228 educational institutions.
In the field of preschool education, work continues to increase the coverage and improve the quality of preschool education and upbringing.
There are 537 preschool organizations in the region, including 230 kindergartens and 307 mini-centers. Preschool education covers 89.8% of children from 1 year to 6 years and 100% from 3 to 6 years.
The solution to this problem is carried out, including through the opening of places in private kindergartens, through the rational use of free space in existing kindergartens and the construction of new kindergartens.
The construction of a kindergarten for 320 children in Zhezkazgan at the expense of the regional budget is ongoing.
To address the shortage of places in preschool organizations, the main emphasis is on opening private preschool organizations.
In 2018, 20 new preschool organizations were opened for 1,560 places (state - 3 out of 200 places, private ones - 17 out of 1,360 places), including 15 kindergartens for 1,165 places and 5 mini-centers for 395 places.
In addition, by expanding places in existing pre-school organizations, 280 new places were additionally created.
Within the framework of the PPP mechanism, 6 projects with 665 places were implemented (Shet district - 2 at 90 places, Bukharzhyrau - 1 at 100 places, Shakhtinsk - 1 at 25 places, Karaganda - 2 at 450 places).
There are 520 secondary schools in the region, of which 512 are public schools, 8 are private.
The provision of textbooks to students in grades 1–11 at the expense of the school library fund is 100%. 2.6 billion tenge were allocated for the purchase of the necessary textbooks.
In 2018, according to the results of the regional contest "The best organization of secondary education", the experimental winner-gymnasium named after Akylbaeva, Shetsky district. For these purposes, 22 million tenge has been allocated from the local budget.
The computer park of the region is 36 thousand units. With an increase in the number of students, the indicator per computer increased from 5 to 5.5 students. In connection with the introduction of new educational programs, technical requirements for computer technology are increasing, which has led to an increase in the share of obsolete computer equipment from 4% to 15.6%. Broadband Internet connection increased from 98.3% to 100%.
The number of robotics laboratories is 209 units, of which 9 units. in the amount of 27 million tenge purchased in 2018
The availability of new modification offices at the last year level is 69%.
All schools switched to electronic journaling. Work has begun on the automated reception of documents and the enrollment of children in grade 1 and the electronic certification of teaching staff.
As part of the digitalization of education, the introduction of the Edu-Mark, GradeApp mobile applications, the electronic session and the electronic admission campaign in colleges, the electronic career guidance campaign among students in grades 7-11, and PedAtt continues to be introduced.
As part of the Bilimland project, all schools in the region are connected to digital educational resources for use in teaching the best video lessons, electronic textbooks, teaching aids in three languages.
Since January 2018, a project has been underway to automate public services for admission to preschool organizations in the cities of Shakhtinsk, Karaganda, Zhezkazgan, Temirtau, Saran, Priozersk, Balkhash, Karazhal, Satpayev and the Abay district.
In 242 schools of the region, or 47.2% of the total number of secondary schools, the introduction of elements of teaching the subjects of the natural-mathematical cycle in English began. At the initiative of the Nur Otan party, clubs for teaching English were created in 36 rural schools of the region with the involvement of volunteers.
For the introduction of an integrated course in local history, the textbook "Local History. Karaganda region. 5-7 grades ”, which entered the top three in the republic and aroused great interest among foreign colleagues.
In 115 educational organizations, the implementation of the project "Inclusive Kindergarten - School - College" continues.
All schools in the region switched to the updated educational content based on the experience of Nazarbayev Intellectual schools, including: in 2016 - 1st grade; in 2017 - 2, 5, 7 classes; in 2018 - 3, 6, 8 classes.
In 2018, in the city of Temirtau, together with the Dara charity foundation, an office of psychological and pedagogical correction was opened for children with special educational needs. Each year, the correction room will serve more than 100 children with disabilities, including children with disabilities.
There are 9 state-owned orphanages, SOS Children's Village in Temirtau and the Transfiguration private orphanage in Saran, operating in the region.
Over the past 3 years (2016-2018), there has been a positive trend in the field of prevention of social orphanhood, a decrease in the contingent of children from orphanages and youth homes from 1,052 to 846 (a decrease of 206 people or 51%). For example, 2 preschool groups of the Kulynshak Orphanage are closed.
The opening in 2018 of 4 family-type orphanages in the cities of Karaganda (2), Balkhash (1) and Karkaraly district (1), in which 16 children are brought up.
In 2018, 104 pupils found a family, of which: 1 were adopted, 19 were placed under guardianship, 67 foster care, 17 parents returned to parenting.
The implementation of the Comprehensive Foster Care Development Plan for 2016–2020 is ongoing, according to which it is planned that 551 orphans and children left without parental care will be foster care in families.
In 2018, 98 children were transferred to foster care, of which 64 were children from orphanages.
Coverage by additional education due to an increase in the number of circles and sections increased by almost 8% and amounted to 63%.
As part of the implementation of the Rukhani Zhangyru program, the proportion of school museums increased from 31 to 43%.
The result of the joint work on spiritual and moral education in the framework of the memorandum of cooperation signed with the Nazarbayev Intellectual Schools AEO in Zhezkazgan was the holding of the first forum in the republic, “Uly Dropped Mragerleri”. It was attended not only by students of NIS and secondary schools, but also by the general public of the region. This experience will be multiplied to all regions of the region.
The implementation of social projects “Formation of a modern identity among high school students” and “Formation of pragmatism values among college students”, as well as the project in the field of psychological comfort “Mediation - School Reconciliation Service” began.
For the first time, cooperation was established with the National Helpline for Children and Youth of the Commissioner for the Rights of the Child in the Republic of Kazakhstan “111”.
To ensure the safety of children and adolescents, video surveillance cameras are installed in 80% of educational facilities. For these purposes, 291.1 million tenge was allocated from local budgets.
The task of improving the quality of education in rural areas, in which by the beginning of the 2017-2018 academic year 45% of schools are small, remains relevant. To solve the problems of these schools in the region there are 38 reference schools, uniting 186 low-grade schools of different levels.
The number of students in rural schools participating in the regional olympiad increased by 20%, and 15% who submitted research projects to the regional tour. The team of the Karaganda region, following the results of republican Olympiads in general subjects and competitions of scientific projects over the past ten years, has steadily retained the title of the best Olympic team. At the international and republican Olympiads, the Presidential Olympiad and scientific competitions, 75 medals were won, including: 10 gold, 22 silver, 43 bronze medals.
Schooling in the region is carried out by 19,573 teachers, of which 11,352 or 58% have the highest and first qualification categories, as well as 265 undergraduates. Compared to last year, the number of undergraduates increased by 34 units.
Since the beginning of 2018, 4,638 teachers have passed advanced training courses on updated educational content. Field advanced training courses were organized as part of updating the content of secondary education, which were held on the basis of educational institutions in cities and regions.
1,119 teachers took advanced training courses in educational programs of courses, including online training and distance learning courses.
According to the new system, 6,663 people passed certification, of which 30.8% were a teacher-moderator, 34% were an expert teacher, 34% were a teacher-researcher, and 1.2% were a master teacher.
To solve the problem of staff shortages this year for the first time 6.9 million tenge for 30 grants were allocated from the local budget for targeted training in pedagogical specialties.
According to the results of the annual republican contest "Best Teacher", 3 teachers of the region became winners. All winners were awarded certificates of conferment of the title “Best Teacher”, a badge and a remuneration in the amount of 1000-fold MCI at the expense of the republican budget.
100% of students from large, low-income families, orphans and children left without parental care are provided with free hot meals.
Organized transportation for 2,274 children, including weekly - 584, daily - 1,690 children.
Particular attention is paid to inclusive education. All kinds of special correctional institutions have been preserved in the region and conditions are being created for inclusive education.
The network of special (corrective) educational organizations is 24 units, of which 10 are special (corrective) boarding schools for children with disabilities, where 1,607 children live and study.
There is a rehabilitation center with coverage for 185 children and 8 psychological and pedagogical correction rooms with coverage for 323 children, including 3 in rural areas.
There are 4 psychological, medical and pedagogical consultations in the cities of Karaganda, Zhezkazgan, Balkash, Temirtau, which serve 1,118 children.
A special kindergarten "Bobek" is functioning in the region, where 150 children with special education are brought up.
All this will ensure early prevention of childhood disabilities and provide timely pedagogical correction and assistance.
Since 2016, an experiment on the remote education of pupils with children studying at home using an interactive mobile software and hardware complex of the R.VOT 100 series has been held at a boarding school for children with musculoskeletal disorders (NODA). This robot enables children at home training to participate in stationary lessons. Thanks to sponsorship, the boarding school has an inva-gazelle.
This year, equipment for workshops was purchased for special organizations for 54 million tenge, 4 greenhouses and special equipment for specialists were purchased.
In the academic year 2018-2019, there are 70 technical vocational education organizations, of which 46 are state-owned and 24 are private.
Under the project "Free vocational education" 7,875 students continue their education, 700 people under the program for the development of productive employment and mass entrepreneurship.
In all colleges of the region, modular educational programs have been introduced. Training under these programs will allow students to get 2-3 qualifications instead of one.
In 2018, according to the needs of the region’s labor market, 4 new specialties were opened; in two of them, earlier training in the republic was not conducted.
15 colleges or 21% have been accredited in 19 specialties.
All colleges have introduced the courses "Fundamentals of IT-technology." The project “Development of entrepreneurial skills of college students” is being successfully implemented on the basis of all state and 9 private colleges.
On the basis of colleges, 26 business schools operate, 5 teacher training colleges provide training in the framework of trilingual education, 12 colleges train trilingual specialists in the “service” profile, and departments for the development of trilingual education are opened in 2 polytechnic colleges.
In 42 colleges of the region or 60%, dual education is introduced.
In order to create conditions for ensuring the compliance of students' professional skills and competencies with the requirements of international standards and advanced technologies, WorldSkills opened 8 competence centers based on leading colleges and the first inter-regional branch center in the republic.
