Results of the region’s development over the past 10 years (2007–2017)


The implementation of the economic policy, initiated by the Head of State, state programs of new industrialization and other measures allowed to consolidate positive results in the socio-economic development of the region.
The gross regional product of the Karaganda region for 2017 amounted to 4,214.4 billion tenge or 7.9% of the gross domestic product of the republic. In the republic, the Karaganda region ranks 4th after the cities of Almaty (21.8%), Astana (10.6%) and Atyrau Oblast (10.9%). Per capita gross regional product in the region amounted to 3050.3 thousand tenge (in the republic - 2943.9 thousand tenge). This is the 7th place in the republic.
In the structure of the gross regional product, the share of industry is 45.4%, construction - 3.3%, agriculture - 3.4%. In the structure of production of services, the share of wholesale and retail trade; repair of cars and motorcycles is 13.5%, services - 10.8%, transport and storage - 8.1%.
The share of the manufacturing industry in the total volume of the region's GRP is 31.1%, the mining industry - 10.2%, electricity, gas, steam and air conditioning - 3.3%, water supply; sewer system, control over the collection and distribution of waste - 0.8%.
The basis of the regional economy is industrial production. Karaganda Oblast enterprises produce 31.2% of hard coal, 36.3% of iron ore, 28.8% of copper ore mining, 100% of flat rolled products, 87% of unrefined steel, 78.7% of refined copper, 34,5% - refined silver, 17.9% - refined gold.
Over the past ten years (2008-2017), industrial output has grown 2.4 times. The share of the region in the republic in 2017 was 10.2%, this is the 6th place in the republic.
The share of the mining industry in the republic is 2.5%. Since 2008, the volume of the mining industry has grown by 2.9 times. A significant increase in copper concentrate was achieved - 1,004.4 thousand tons in 2008 and 9 532 thousand tons in 2017, an increase of 9.5 times, coal production is also growing, in 2008 32.5 million were mined in the region. tons of coal, in 2017 - 36.7 million tons.
Manufacturing occupies a significant share in industrial production, the share of which in the republican volume is 19.2%. For the period from 2008 to 2017, the volume of production in the manufacturing industry increased 2.3 times. Of the processing industries, a significant proportion is occupied by metallurgy, the share of which reached 73.8% in 2017.
Sustained economic growth is one of the important factors for attracting investment. Thus, since 2008, the volume of investments in fixed assets increased by 1.7 times and in 2017 amounted to 363.3 billion tenge. In total for these 10 years, 3.1 trillion has been invested in fixed assets. tenge
The output of agricultural products increased by 3 times and at the end of 2017 amounted to 251.6 billion tenge.
The number of active small business entities in 2014 increased almost 1.6 times - 67,557 units against 40,983 units in 2008. Since 2015, this indicator has been replaced by “the number of operating small and medium-sized businesses”, which by the end of 2017 reached 79,276 units. Subjects of small and medium business are represented by legal entities - 20.5%, farms - 9.7%, and individual enterprises - 69.7%.
The number of people employed in small business increased by almost 1.6 times and in 2017 amounted to 232.2 thousand people (in 2008 - 149.5 thousand people).
Growth of products of small and medium business was ensured by 4.6 times and in 2017 reached 1031.6 billion tenge (in 2008 - 222.3 billion tenge). The share of the Karaganda region in the country in 2017 amounted to 6.9%.
The share of the contribution of SMEs in the region's GRP increased by 5 percentage points and in 2017 amounted to 12.7% (in 2008 -7.7%).
The volume of retail turnover for 10 years increased by 3.3 times and amounted to 781.1 billion tenge.
Taking into account the macroeconomic factors of the development of the world economy, the volume of foreign trade in 2017 amounted to 6,274.5 million USD. At the same time, exports of goods increased almost 2 times and amounted to $ 4,796.7 million, imports increased 1.4 times and amounted to $ 1,447.8 million.
Education has traditionally been a priority area in the field. For 10 years, spending on education has increased by more than 5 times.
For the period from 2008 to 2017, 43 education facilities were commissioned for 13,737 places with funding of 21,082.7 million tenge (including 15,750.8 million tenge from transfers from the republican budget, due to local budget funds - by 5,331.9 million tenge), of which:
- 14 secondary schools for 6 870 pupils;
- 16 kindergartens for 4,237 places;
- 2 technical vocational education colleges for 560 places (Karkaralinsk, Karkaraly district, Kyivka village, Nurinsky district).
- 2 typical sports halls (Karay village, Nura district, Karaganda city);
- 1 school of art for 400 places in Priozersk;
- 1 extension to the orphanage (workshops for 25 places to inculcate the skills of technical labor);
- 1 boarding school for 200 places in a. Egindybulak Karkaraly district.
In modern conditions, the health of each person becomes a factor determining not only the usefulness of its existence, but also the potential of its capabilities. The most important priorities of the State Program for the Development of Healthcare “Densaulyk” for 2016–2020 are increasing the duration and improving the quality of life of citizens.
To solve the main tasks of the healthcare industry, the amount of funding increases annually. The health budget for 10 years has grown 4.2 times (from 18.320 billion tenge to 76.4 billion tenge).
Since 2008, the health indicators of the population have been improved: the birth rate increased by an average of 2.3%, the overall mortality rate was reduced by 27.6%, the infant mortality rate was reduced by 33.2%, the incidence of tuberculosis was reduced by 2.6 times 5.2 times.
To create a healthy competitive environment, 56 private-owned enterprises (45.2%) were involved in providing guaranteed free medical care, including through public-private partnership (PPP). In 2017, contracts were signed for the implementation of 17 projects for a total amount of 2.5 billion tenge. Thus, 4 ophthalmological centers (Karaganda, Temirtau, Zhezkazgan, Balkhash), hemodialysis center in Shakhtinsk, MRI rooms in Zhezkazgan and 5 polyclinics of Karaganda, KT office in Balkhash function.
