Information on the implementation of government programs for the 3d quarter of 2017


In 2017, in the framework of state and government programs for the Karaganda region, funds in the amount of KZT 80.3 billion are provided.


In the framework of the state program "Nurly Jol" 8 billion tenge is envisaged for the implementation of 7 projects.

In the direction "Development of social infrastructure" 2.3 billion tenge was allocated for the implementation of 4 projects (construction of 3 schools in the cities of Karaganda, Temirtau, and Saryshagan village of Aktogay district).

One project is completed - it is a boarding school for children with visual impairment for 250 places in the city of Karaganda.

Construction of the remaining 3 schools in the process of implementation (a comprehensive school for 1200 places in the Panel Center of Karaganda microdistrict, a school for 464 places in the village of Saryshagan of the Aktogay district, a school for 600 places in the city of Temirtau). Their completion is planned in 2018.

In the direction "Modernization of infrastructure of housing and utilities and water and heat supply networks" for the implementation of 3 projects allocated 5.7 billion tenge.

- reconstruction of the South-East heat network from TK-27 SE to TK-32 SE in Karaganda. Are carried out landscaping.

- reconstruction of the gravity sewer collector No. 10, sewage pumping station (CSN) 7, pressure collector from KNS-7 to Aeration station of Karaganda. 6.9 km of sewer networks were reconstructed. The works are carried out according to the approved schedule.

- reconstruction of the main heating network from the pumping station "Bamovskaya" (pavilion No. 7) to TK-14 in Abay region of Abay. Are carried out landscaping.

As a result of the implementation of these projects, about 25,000 people will be provided with quality heat supply, and 320,000 people with water disposal.

Reconstruction of the transport corridor "Center-South" continues.

9.1 billion tenge is planned for the completion of the Anar-Temirtau section and construction of the 15 km of the Temirtau-Karaganda highway for the current year.


State program of industrial and innovative development.

The main indicators of SPIID for 9 months of 2017 are fulfilled.

The share of the region's industrial production in the gross regional product was 47.3% with an increase of 0.3 percentage points to the previous year, in the manufacturing sector - 30.7%, mining - 11.9%.

The volume of industrial production since the beginning of this year amounted to 1623.7 billion tenge, PVI - 104.2%, including in the manufacturing sector - 1266.7 billion tenge, PVI - 103%.

Labor productivity increased by 11% compared to the corresponding period of the previous year or 10.2 thousand dollars per employee.

The volume of export of processing industry is increased by 29% ($ 2.5 billion). The number of employees in the manufacturing industry is 86.5 thousand people, an increase of 3.8% over the corresponding period of 2016.

Since the beginning of the year, KZT 204.7 billion was invested in the region's fixed assets, including 56.5 billion tenge in the processing industry, an increase of 3% over the previous year.

The Business Support Card for 2010-2019 includes 103 projects for KZT 759.5 billion, with the creation of 11,508 new jobs, of which the second five-year period 2015-2019 - 45 projects at 636.5 billion tenge, with the creation of 6912 new work places.

80 projects were implemented, the amount of investments was 247.9 billion tenge. Over 6,000 new jobs were created at enterprises.

In the first five-year plan (2010-2014) 58 projects were launched for 123 billion tenge, 4596 new jobs were created.

The second five-year plan (2015-2019) launched 22 projects at 124.9 billion tenge, 1704 new jobs were created, of which in 2015 - 9 projects, 2016 - 10 projects, 9 projects in 2017 - 3 projects.

The launched projects of the Card produced industrial products for 567.7 billion tenge, including for the first 9 months of 2017 - 135.2 billion tenge.

In the current year, 8 projects are planned to be introduced with an investment volume of KZT7.7 billion, the number of jobs is 301.

As of October 1, 2017, 3 projects with an investment volume of KZT 3.4 billion (159 jobs)were launched:

LLP "Volynka" - construction of a sausage shop, 0.3 billion tenge was invested, 40 jobs were created. Introduced on June 21, 2017.

LLP "Seven Refractories Asia" - construction of a plant for the production of refractory materials, 1.7 billion tenge was invested, 51 working places were created. Introduced on June 29, 2017.

KazGazOblok LLP - construction of a plant for the production of heating blocks, invested 1.4 billion tenge, created 68 jobs. Introduced on July5, 2017.

By the end of the year, it is planned to launch 5 projects, worth 4.3 billion tenge, with the creation of 142 new jobs.

In the current year, the systemically important enterprises of the region are investing about 129 billion tenge in the modernization and digitalization of production. This is more than last year by 20%.

To date, 11 companies have the status of a SEZ participant.

There are 6 enterprises with the volume of investments - 14.7 billion tenge with creation of 600 workplaces. In the process of implementation - 5 projects.


23.3 billion tenge was allocated for the implementation of the State Program "Development of Education and Science" this year.

532 pre-school organizations (213 kindergartens and 319 mini-centers)function in the sphere of preschool education and training, which cover 88.2% of children from 1 to 6 yearsand 98.2% from 3 to 6 years.

Due to the means of the regional budget, the construction of a kindergarten for 320 places in the city of Zhezkazgan continues.

To address the problem of shortage of places in pre-school organizations, the emphasis is on the opening of private preschool organizations.

According to the results of 9 months of the current year, pre-school organizations have been opened for 1375 places (opening of private kindergartens for 765 places and expansion of 610 active ones).

Until the end of the year, it is planned to open pre-school organizations for 1,780 places (by opening private kindergartens for 1,630 places and expanding the existing one by 150 seats).

In the sphere of secondary education, over 100 educational organizations have undergone capital and current repairs.

With the purpose of solving the problems of tri-change and the elimination of emergency schools, it is planned to put the school into operation in place of an emergency school in the village of Betbulak in the Ulytau district.

The computer park of the region is 36 thousand units, for one computer there are 5 students. The share of obsolete computer equipment decreased from 9.6% to 5%.

The indicator of connection to broadband Internet increased from 83% to 94%.

Innovative projects are actively implemented in the schools of the region.

The number of schools with robotics laboratories increased from 47 to 200 units, the number of schools introducing an electronic classroom magazine increased from 65 to 230.

Within the framework of the Bilimland project all schools of the region are connected to digital educational resources.

Since the beginning of 2017-2018 academic year, 3 specialized boarding schools for gifted children have been opened in the cities of Karaganda, Balkhash and Zhezkazgan.

A roadmap for the development of trilingual education is being implemented, within the framework of which 50 pilot educational organizations and 5 resource centers have been identified.

Four correction rooms were opened in the cities of Zhezkazgan, Shakhtinsk, Temirtau and Karkaralinsky district, psychological, medical and pedagogical consultation in Balkhash town. The designed capacity of the rehabilitation center for children with developmental problems has been expanded to 80 places.

All this will ensure early prevention of childhood disability and provide timely pedagogical correction and assistance.

To improve the quality of education in the region, there are 35 main schools with a coverage of 127 small schools.

During the summer holidays, 171 thousand schoolchildren or 99.4% of the total number of pupils (2016 - 99.1%) were covered with recreation, leisure and employment.

Modular educational programs are introduced into the system of technical and vocational education of the region from the new academic year, which will allow students to get 2-3 qualifications instead of one.

Under the project "Free Vocational Education" more than 7 thousand students have started their studies.

9 colleges have been accredited in 15 specialties, accreditation is planned in 5 more educational institutions.

In all colleges, the course "Fundamentals of IT-technology" was introduced. The project "Development of entrepreneurial skills of college students" is successfully implemented on the basis of all state and 9 private colleges.

23 business schools are open on the basis of colleges.

The number of colleges introducing dual training has increased from 33 to 40. The total employment of college graduates is 77.4%.


In the framework of the state health development program "Densaulyk" for the year 2017, 11.9 billion tenge is envisaged.

Measures are being taken to immunize the population, provide the population with medicines within the guaranteed volume of free medical care, conduct information work on the prevention of behavioral risk factors using modern information technologies, and ensure the development of the National Screening Program.

So, for example, 3.9 billion tenge (2016-3.2 billion tenge)was allocated to provide patients who are on dispensary registration in polyclinics. 37 polyclinics work in the region.

There are 6 regional information systems in the region, which allows not only to automate internal processes in the medical organization, but also to ensure integration between the levels of medical care.

In the current year, a single dispatching network for all units of the ambulance service began to operate.

36 reanimobiles with full equipment for emergency medical service of cities and districts of the region were purchased.

Neurorehabilitation center "Luch", offices of computer and nuclear magnetic tomography in the cities of Balkhash and Karaganda have been opened.

There is an improvement in the dynamics of the main medical and demographic indicators and health indicators of the population.

Infant mortality is reduced by 9.8% (from 8.2 to 7.4 per 1000 live births), maternal mortality - by 29.1% (from 16.5 to 11.7 per 100 thousand births).

The incidence rate of tuberculosis has been reduced by 3% (from 40.1 to 38.9 per 100 thousand population), the death rate from this disease - by 28% (from 5 to 3.6 per 100 thousand population).

Mortality from malignant neoplasms was reduced by 8% (from 72.6 to 66.8 per 100 thousand population), morbidity - by 7.2% (from 220.3 to 204.3 per 100 thousand population).

Mortality from diseases of the circulatory system decreased by 1.5% (from 225.6 to 222.2 per 100 thousand of the population).


62.1 million tenge was allocated for the implementation of the State Program "Development and functioning of languages".

During the reporting period, 394 people were trained in 6 language training centers and 11 courses, 225 people in English.

To determine the level of proficiency in the state language, 1 649 people were tested on the "KazTest" system (1 397 passed the diagnostic testing, 252 - certification testing).

According to the results of the third quarter of 2017, the share of outgoing documents in the state language in the overall document domain of the region was 90% (in the third quarter of 2016 - 86.4%).

In the reporting period, 358 materials were published in local, regional and republican mass media (3 TV programs, 3 interviews, 12 plots, 6 tele-lessons, 1 video and 333 articles).


12.4 billion tenge was allocated for the implementation of the State Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017-2021.

In crop production, the sowing area of ​​agricultural crops in the current year amounted to 1121.9 thousand hectares, including: grain - 794.7 thousand hectares (wheat - 629.3 thousand hectares, barley-141.2 thousand hectares, oats-15,3 thousand hectares, legumes-6,3 thousand hectares, millet-2,6 thousand hectares) oil crops - 15,1 thousand hectares, potatoes - 13,4 thousand hectares, vegetables - 2,8 thousand hectares, hectare, fodder - 295.9 thousand hectares.

Wheat sown areas were increased by 22.5 thousand hectares, forage crops (barley, oats)- by 21.5 thousand hectares, legumes - by 5.3 thousand hectares, oilseeds - by 1.6 thousand hectares. Lentil is sown for the first time on an area of ​​1160 hectares.

The area of ​​application of the moisture-resource-saving technology was 600 thousand hectares, which is 3.4% more than in 2016.

In the livestock sector there is a tendency for the growth of livestock production, as well as for livestock and poultry (the number of cattle increased by 2.7% (508.9 thousand head), horses by 5.3% (282.3 thousand heads) , poultry by 6.2% (4006.6 thousand heads), meat production increased by 3.4% (90.7 thousand tons), 4.7% - milk (357.1 thousand tons).

Within the framework of the "Sybaga" programs, 877 heads of livestock were purchased, "Kulan" purchased 314 head of horses, "Altyn Asyk" - 471 heads of sheep.

56 agricultural cooperatives of meat and dairy direction, 547 family feeding grounds were created.

KZT 7.1 billion was invested in agriculture or 128.9% by the corresponding period of 2016.

114,3 thousand tons of agricultural products were exported to the amount of 24,2 million US dollars, which is 13,4% more than the corresponding period of the previous year.

In the current year, 60 investment projects worth 57.6 billion tenge are realized in the agricultural sector, including the account of the funds of the JSC "NUKH" KazAgro "- 2 projects for 3.2 billion tenge, with the creation of 42 jobs. KhK "Zhake" - fattening ground for 10,000 heads, worth 2100 million tenge; LLP "Eurasia Invest LTD" - expansion of the workshop for the production of dry powder, worth 1330.9 million tenge.


Within the framework of the Governmental program "Development of regions up to 2020" this year 8.4 billion tenge is envisaged.

2.3 billion tenge is envisaged for the development of mono-towns for the implementation of 7 projects (construction of the ICI for housing projects under construction for residents in the collapse zone in Satpaev, construction of a boiler and heating networks in Shakhan village, Shakhtinsk).

To support local government for the implementation of 123 projects - 179.3 million tenge. Decisions of gatherings of villagers are carried out to repair schools, clubs, water supply systems, village roads, improvement, installation of children's and sports grounds.

Within the framework of the project "With a diploma in the village", 97 teachers, 45 health workers, 1 - social security, 15 - culture, 6 - sports, 12 - agro-industrial complex purchased housing.

The development of networks of heat, water, electricity and sanitation - 5,3 billion tenge.

By the end of the year it is planned to build 83.6 km and reconstruct 91.2 km of thermal, water and sewerage networks, commission 11 water supply facilities and 1 heat supply facility.

Provision of centralized water supply will make up 55% in rural areas, in cities - 85.6%.


7,2 billion tenge was allocated for the implementation of the Government Program for Productive Employment and Mass Entrepreneurship for 2017.

In the direction "Providing program participants with technical and vocational education and short-term vocational training", the training of personnel with technical and vocational education, taking into account the needs of the labor market, was 700 people; short-term vocational training of workers in the professions and skills in demand on the labor market - 4,361 people.

In the second direction "Development of mass entrepreneurship", 990 people were trained in the basics of entrepreneurship under the Bastau Business project.

735 people planning to implement business projects received microcredits.

In the direction "Development of the labor market through the promotion of employment and mobility of labor", 773 social workplaces have been created, 706 people have been targeted at youth practice, 304 people have been employed in infrastructure projects.

For informational work, 0.02 billion tenge was allocated, 0.4 billion tenge for the provision of employment centers.


Since 2010, under the Unified Program for Support and Business Development "DRM-2020", 1331 projects have been supported for 152.4 billion tenge, including 181 projects for this year for 24.1 billion tenge:

To subsidize loan remuneration (1st and 3rd directions),941 projects were approved for the amount of loans of 139.9 billion tenge, including in 2017 - 144 projects for 23.5 billion tenge.

On partial guarantee of loans - 170 projects for the amount of guarantees of 4.1 billion tenge, including in 2017 - 25 projects for 0.6 billion tenge.

To summarize the missing infrastructure - 58 projects for 7.9 billion tenge.

162 projects for 0.4 billion tenge were allocated for grant financing, including 12 projects for 28 million tenge in 2017.

The result is the preservation of 66,300 available jobs and the creation of 18,700 new jobs, including this year 5660 jobs were saved and 792 new jobs were created. From the participants of the program, 23.2 billion tenge of tax payments were received in the budget revenue, of which in the current year - 1.8 billion tenge.


Within the framework of the Housing Construction Program "Nurly Jer", the construction of credit, rental housing, and the construction of engineering and communication infrastructure are envisaged.

Following the results of 9 months of this year. introduced 308.5 thousand square meters housing or 113.6% of the level of the same period in 2016. Provided with housing 2,677 families.
